whatsoever to provide this free and that its

present defence contribution fully discharges

its obligations to contribute towards its own

defence.

Acknowledge receipt of (1) and enclose

a copy of Ordinance No. 1 of 1901 for convenience

of reference.

Say that it will be observed

that the contribution of 20 per cent. of the

Colonial revenue is there stated to be a

contribution payable by the Colony in full

return for the annual cost of the Imperial

garrison, including all capital expenditure

required for military lands and buildings.

Say that the Secretary of State considers that

the defence obligations of Hong Kong are

therefore fully compounded by this contribution.

In the circumstances, he therefore cannot

consider communicating with the Colonial

Government in the sense requested by the

Lords Commissioners of the Admiralty.
